If you read something on the forums, unless otherwise marked as such, it is common knowledge. You may more or less claim that your character knows all presented common knowledge, or more likely, knows bits and pieces of it. 

Your character should be a novice in theirs kills, or a small figure in their backstory. Creating a master swordsman or a professional blacksmith known throughout the realms or a mage will not be of good taste, or in most cases allowed. Furthermore, without proper RP backing up claims of a character's skills, a player cannot claim their character is sufficiently skilled in an activity. Doing so could be considered powergaming; training with a bow once during a military session and then claiming they have the skill to strike a falcon a mile away because "i'm really good at the bow lol" is not a good idea.
